What are the Kent County ARPA Grants?

  • Hospitality Grant
    • Eligible organizations include Hoteliers with established operations during the review period (Calendar 2020 and 2019) and are still in operation today in Kent County.
    • For-profit Banquet/Meeting facilities with established operations during the review period (Calendar 2020 and 2019) and are still in operation today and: are defined as having over 50% of their revenue coming from Banquet/Meeting business.
  • Small Business Grant – Eligible organizations include for-profit small businesses with 100 or less full time equivalent (FTE) employees who have established operations in Kent County during the review period (Calendar 2020 and 2019) and are still in operation today. Public Companies and Non-Profit entities are not eligible.

What are the requirements for the Hospitality Grant?

Hoteliers must submit the following:

  • Public Accommodation Tax data for the 12 months ending December 31, 2020 and the 12 months ending December 31, 2019
  • Current Business License
  • Completed form W-9

Banquet/Meeting Facilities

  • Tax returns for Calendar years 2020 and 2019
  • Current Delaware Business License
  • Number of Full-Time Equivalent Employees as of 12/31/2019
  • Completed form W-9

What are the requirements for the Small Business Grant?

  • Tax returns for Calendar years 2020 and 2019
  • Current Delaware Business license
  • Number of Full-Time Equivalent Employees as of 12/31/2019
  • Completed form W-9

What is the deadline for submitting the grant?

  • The deadline is March 31, 2022 or when funds are exhausted for the grant programs.

What are the eligible expenses the grant could be used for?

  • The grant must be used to directly support the operation of the business.

Is the application reporting website secure to send sensitive documents?

  • Yes, the website is secure.

How do we calculate Full Time Equivalent or FTE’s?

       Total hours worked per year is calculated considering 8 hours in a day, five days a week and 52 weeks in a year.

For example, FTE per year= 10,400 Hours / 2080 Hours = 5 FTEs

This calculation can be used for Part Time Employees also.

Does anything need to be repaid?

  • No, these grants do not have to be repaid. However, all taxes associated with the acceptance are the sole responsibility of the individual grantee. It is advisable all recipients consult with their tax professional and or legal counsel to ascertain the tax impact of the grant received.  Kent County Levy Court will issue a Form 1099 for any grant of $ 600 or more.
